Anyone who lives, works, or attends school in New York State is eligible to receive a free library card from the New York Public Library, the Brooklyn Public Library, and the Queens Library. All three libraries participate in the MyLibraryNYC program, which provides participating schools with fine-free library cards, teacher sets, longer checkout periods, and free delivery to their school.
The New York Public Library offers:

Educator Cards with extended borrowing privileges, even for those not eligible to participate in the MyLibraryNYC program.

Note: Academic libraries may or may not be open to the public.
RSGE graduate students, faculty, and staff living or working in New York City may visit hundreds of other libraries in the five boroughs via the METRO Consortium if they need access to specific books or collections. These libraries include Hunter College, Columbia University, and Bank Street College of Education; a full list of participating libraries is available here. Note that each library has restrictions on what you can access, whether or not you can borrow books, and how many times you can visit.
